Lightning does not strike twice.  Men in Black II is The Mummy Returns of 2002.  An overblown, self-important, unfunny sequel to an original movie that had lots of potential for a franchise.  Now I understand why it took 5 years to bring MIB II to the screen, there was clearly no story to work with, and no jokes that were funny (well, there are a couple that are funny).

Where the fist film was clever, this one is obvious and plodding.  Where the first film was creative and original, this one is a rehash of that creativity, not a continuance of it.  A wasted opportunity.  They've used the same formula as the original, but they put different values into the variables making for a far different (and disappointing) result.
